1. Organization
1.2 Incorporation- Delta Barracuda Swim Team, Inc.
- herein called the Club, is incorporated in the State of Colorado
under the Colorado Non-Profit Corporation Code to qualify as an exempt organization, and shall be managed at all times in such a manner as to qualify the Corporation for such exemption.
1.3 Purpose
- The object and purpose of the club is educational, namely to teach swimming skills to children and pursuant to such educational purpose to encourage physical fitness through swimming club competition in water sports among children. The club is not organized and shall not be operated for pecuniary gain or profit, and shall have no capital stock and no stockholders.
1.3 Management
- the club shall be managed by a board of directors, acting in accordance with these bylaws
1.4 Team Philosophy
- the Delta Barracuda Swim Team provides for young people a competitive learning environment with adult supervision and an opportunity to learn about self discipline, sportsmanship, enthusiasm, and personal growth - all with an emphasis on fun! Any swimmer who works hard and tries his/her best is a winner no matter what place he or she finishes.
1.5 Anti discrimination
- The Delta Barracuda Swim Team does not discriminate against any person on the basis of race, color or religion.
2. Membership
2.1 Eligibility
- any person who is 19 years or younger and able to swim one length of the pool ( 25 yards ) freestyle/backstroke, participating in the beginners program and has been screened/tested ( for his/her water/swim skills by the Head Coach
- has paid the team and CSI dues
- fees, past and present must be current
2.2 Members Responsibility
- to be on time for practice
- follow pool rules and regulations
- follow the instructions of the Coach and Assistant Coaches or assigned senior swimmer
- purchase a Bill Heddles ID card (required by Bill Heddles Rec. Center, not necessary if swimmer has a membership card)
- sign in prior to practice session (front desk, required by the Rec. Center)
- return sign up sheets for up coming competitions on appointed date with money, swimmer will not be signed up for a swim meet if the amount due isn't paid
- to be on time for swim competition and for his/her event
- be on time for practice
2.3 Removal
- any member who endangers the safety of his/her fellow swimmers, patrons of the pool, or others is subject to removal from the team
- any member who does not follow pool rules and regulations or does not follow the directions of the coaching staff is subject to removal from the team
- removal from the team is at the discretion of the coaching staff and board
- the following criteria will be used for swimmer and parents
"3 Strikes and you are out"
1st occurrence: Verbal warning to swimmer and his/her parents
2nd occurrence: Written warning to swimmer and his/her parents with pool/practice restrictions for one week ,(the pool will be notified)
3rd occurrence: Removal from the team for the rest of the season
3. Dues or Fees
3.1 -Club fees $40.00 per swimmer payable with begin of practice (subject to change)
-families with more then one swimmer the following applies
1st child $40.00
2nd child $35.00
3rd child $30.00
-CSI dues $24.50 per swimmer payable at registration (subject to change)
-Swim meet fees (varies with teams)- payable at sign up
-Relay fees will be payed by the club
-Sign up sheet will not be accepted without payment
-ID card, payable with begin of practice to Bill Heddles Rec. Center
-Dues and Fees are not refundable.
4. Practice
- Will be held at Bill Heddles Rec. Center Monday through Friday.

5. Board of Directors
5.1 Members

5.2 Non- Voting Board Members
-Swimmers Reps. (one boy, one girl) has to be at least 13
-Head Coach
5.2 Eligibility
- Anybody 20 or older is eligible to be on the board, with the exception of the swimmers Rep.
- The swimmers Rep. an active swimmer with the team
5.3 Voice and Voting rights of Board members
- If there are more then one meet directors, both shall have a vote
- only board members have a voting right, with the exception of the swimmers rep. and president adviser who has no vote
- swimmers rep. may make suggestions and recommendations only
- the president adviser can make recommendations and suggestions
- Individual who are not on the board may attend open board meetings
5.4 Quorum
- a quorum of the Board of Directors shall consist of a majority of the voting members present
5.5 Voting
- all motions shall be determent by a majority vote
5.6 Meetings
- there will be a fall and spring meeting during the off season following directly after the Zone 4 meeting.
- all other meetings will be announced and called as needed by the president
- during the swim season the board will meet once a week
5.7 Terms of Office
- the term of president and vice president will be 1 years,
- election will held each year for each position
- the president adviser is there to help and advice the new incoming vice president and president with their duties.
- the terms of office of the treasurer will be 2 years
- the term of all appointed positions on the parent board will be 2 ears, except for the swimmer rep. which will be appointed on a yearly basis
- there is no limitations on consecutive terms, except for the swimmers rep. who will be appointed on a yearly basis
- the swimmers rep. will be appointed by the coach on a yearly basis
5.8 Election
- the new board members will be elected by the parents of the Delta
Barracuda Swimmers, during the awards banquet at the end of the summer season
- a simple majority will decide the election
- parents have to be present to vote
- every parent has a vote (no more then 2 votes per family)
5.9 Vacancies
- The president shall appoint a member within five (5) days to fill a vacancy on the board. His/her action to be ratified by a
majority of the board.
- a vacancy on the office of president shall be filled by the vice-
president.
9.10 Removal
- remove from office any officers, committee chairmen , or committee members or coordinators of Delta Barracuda swim team who has/have failed to attend to their official duties or member responsibilities or have done so improperly. No officer or committee chairman or coordinator may be removed without receiving a five (5) days written notice.
6. Finances
6.1 - the Treasurer shall present a proposed budget for the upcoming swim season for board approval by the first meeting of the year
- the books shall be audited once a year (beginning of the swim season)
- the books shall be audited with every change of the treasurer
- the treasurer shall give a detailed report about the organizations finances at every meeting
6.2 Operating Income
- operating income is derived form the following sources: Dues, donations, meet profit, fundraising, sponsorship
6.3. Ways and Means
- any fund raising project shall be presented to the board for approval
6.4 Possible Expenses
- Coaches compensation, pool rental, office expenses, meet expenses, relay fees, team registration fees and other expenditures
- procedure by which reimbursements are made to members is appended
6.5 Authorization of Expenditures
- two board members shall be authorized to sign checks, one of whom is the treasurer, the other shall be the teams registrar
- reimbursements request shall be presented to the board for approval
- receipts have to be turned in with each reimbursement request
- expense requests other then team registration, meet/relay fees, meet sanction shall be presented to the board for approval
6.6 Signature Authority
- All checks, drafts or other orders for payment or transfer of money
shall be singed by the treasurer and/or team registrar in a manner determined by the board
6.7 Contracts
- Contracts for personal services shall require approval of
two-thirds (2/3)of the full board of directors. Contracts involving loans, leases or other obligations of more than twelve (12) month duration shall have to be ratified by a majority of all members
6.8 - Dissolution
In the event this club dissolves, splits or otherwise ceases to legally exist under the terms and conditions of these bylaws, the remaining assets of the club, after all just debts have been discharged, shall be disbursed to any non-profit organization or organizations. These other organizations shall be determined by the boars of directors.
7. Bylaws and rules of order
7.1- Amendments
these standing rules may be amended by:
1. with notice of 4 weeks, at a regular board meeting
or
in the call for a special meeting, by a majority vote of board members present.
7.2- Interpretation
Any question as to the proper interpretation of any provision of these bylaws shall be determined by the board
7.3- Rules of order
Roberts Revised Rules of Order shall be the parliamentary guide for all meetings of the members, the board of directors or of committees, but shall not take precedence over these bylaws
8. Job Descriptions
8.1- Officers
- President
The President is the chief executive officer of the chapter, and
he/she shall see that all orders and resolutions of the team and board are followed. He /she shall preside over all meetings of the board. He/she shall be in ex officio a member of all committees. He/she shall acquaint herself with the activities of all the officers an committees. He/she shall acquaint him/herself with the standing rules and bylaws. It shall be his/her duties that all officers and committee chairs fulfill their duties.
- Vice President
The Vice President shall perform the duties and exercise the powers of the President during the absence or disability of the President. He/she shall succeed to the Presidency in the event that office is vacated.
- President Pro-Tem
The President Advisor shall assist and advise the incoming president during his/her term.
- Recording Secretary
The Recording Secretary shall record the minutes of all meetings, and file them in a permanent minutes book of the Team. She shall maintain current copies of by-laws, Standing Rules, a list of all committees, and shall maintain membership attendance records.
- Corresponding Secretary
The Corresponding Secretary shall keep in books or files of the Team a clear and complete record of the Team correspondence. He/she shall conduct all correspondence necessary for the proper function of the Team, keeping officers an members advised. He/she shall give all notices as required, including notification to the members of the boars and members of the time, place. and date of each board meeting. She/he shall conduct the correspondence with CSI as needed.
- Treasurer
The Treasurer shall have custody of all Team funds and securities and shall keep in books belonging to the Team full and accurate accounts of all receipts and disbursements. She shall deposit all money, securities and other valuable effects in such depositaries as may be designated for that purpose by the board. She shall disburse the funds of the Team as may be ordered by the board taking proper receipts for such disbursements. All checks, drafts and orders for payment of money shall be signed in the name of the Team by the Treasurer, and/ or counter signed by such other officers as the board shall from time to time designate for that purpose. She/he shall render at every meeting and whenever requested by the president or board, a report of all her transactions as Treasurer and of the financial condition of the team. The books of the Treasurer shall be audited annually at the beginning of the swim season and/or with every change of the treasurer.
- Bulletin Editor
He/she shall be in charge of producing, printing, and distributing the Team bulletin. A rough draft shall be submitted for President's and Coaches approval prior to printing. All moneys necessary to maintain these bulletins shall be appropriated by the board.
- Ways and Means
He/she shall be in charge of all fund raising activities of the team. Any fund raising project must be approved by the board. He/she may appoint the necessary committee members to assist him/her
- Swimmers Representative
The Swimmers Rep. shall communicate with his/her fellow swimmers to represent the swimmers during the board meeting. They shall advise the board about problems or needs of the swimmer. They shall make recommendations to help improve the team.
- Zone 4 Representative
The Zone 4 Rep. shall attend all Zone 4 meetings and represent the team and its needs. Report back to the board about decisions made during the meeting.
- Meet Director
The Meet Director shall appoint all necessary committee chairpersons. He/she will obtain approval for projected expenses from the board for the meet. He/she and the committee chairs will
keep accurate records of all their actives and expenditures to be put together in a book for the use of future meet directors. This includes suggestions for improvements for future meets. He/she will apply for meet sanction with CSI. Communicate the needs to the Rec. Center.
